Abercrombie and fitch has black floors and after they buff them correctly, they are basically mirrors to see someone changing. F21 has shiny enough floors that if you're filming someone in the other dressing room, you can at least get an idea of which direction they're facing.

Walmart on the other hand, I don't know why you'd want to see anyone that changes there. And the kind of people that buy land's end bathing suits: no thanks.

Unfortunately for Macy's a lot of them are 3 floors, with women's clothes on an entirely different floor or on the other side.

Certain Express stores also have unisex dressing rooms with walls that don't touch the floor just like F21. And in those stores their much more lax about putting male and female together. It's not as common though.

Old navy also has "quick change" areas which are just curtains but i don't see anyone using them.

The LA area is generally pretty good because the malls are plentiful and all the bigger malls have every store you could ever want. You can jump around easily without getting noticed too often.

Some malls have square shaped staircases that lead to the 2nd floor of the mall. They have glass railings and if you sit at the seating area just below the staircase you can get a good view if the person's skirt is short enough.

Regarding the use of angles for better viewing, I had a similar experience in an apartment I lived in for a few years. It was a courtyard building and I could see the units across from mine. The unit opposite and one over was fully visible while I sat on my living room couch. He never closed his living room blinds. From my angle, I could see directly into his bedroom at the rear of his unit. He used to have a girlfriend over a couple times a week for sex. All I had to do was sit on the couch and watch (with the help of binoculars). Lots of good shows. A second girlfriend seemed more concerned about the open living room window, but ultimately never did anything about it. So I got to watch them have sex too (and later watch her masturbate when he wasn't home).
